The CDAs lie within the multi-use zones and are set aside for the communities to carry out their daily socio-economic activities, for dwelling and farming. Also, this area shall accommodate schools, clinics, growth points, administrative offices, small-town development and urban settlements. The whole Tribal Trust Lands, traditional customary laws, societal hierarchy, and local leadership shall be noted, preserved, and respectfully sustained within the CDAs. If they are settled beyond the agreed buffer boundary, only run-away settlements will be relocated back to their CDA of origin.
